Steam downloading workshop content with no mods

I am subscribed to a metric butt ton of workshop maps on my account. She has since bought the game on her own account. However, Steam is still trying to download the workshop maps from my account on her PC, even though she is not subscribed to anything on the workshop. Even after restarting steam multiple times it is still doing this. Use workshop most recent. No easier way for workshop files, unless you want to run some third party tool in the background on your PC so that it can monitor the directory file changes made during workshop / all updates.. I'm not really sure why we need to know as long as things work, but yes, maybe its to acknowledge the modder of the update, so we can go leave a "Thank You for the update!".
